Rockland County officials have taken a step toward replacing an abandoned county office building in the heart of New City. The County Executive and nine members of the Legislature, along with Clarkstown’s Supervisor, yesterday announced a plan to redevelop the Sain Building on New Hempstead Road, which has been vacant for seven years, possibly into mixed-use commercial space and workforce housing. Yesterday’s announcement suggested the site could be used for mixed-use commercial space and workforce housing. Once the Legislature declares the property as “surplus,” the County’s Division of Purchasing will issue a Request for Proposals for the redevelopment of the nearly 3.7-acre site.
