Two other trustees, deputy mayor Brian Downey and trustee Migdalia Pesante, had voted to opt in completely. Last week, town of Haverstraw supervisor Howard Phillips told “The Morning Show” that the board may decide to do nothing before year’s-end, thereby opting “in” to the state’s marijuana program by default. If that happens, Haverstraw would be the only Rockland town to opt in.
