Rockland’s Center for Safety & Change has a new chief program officer. Civil rights activist Phyllis Frank, who has been with Volunteer Counseling Services of Rockland for more than four decades, is moving to the New City organization formerly known as the Rockland Family Shelter, which provides services for survivors of domestic violence and abuse. Frank is a co-founding board member of the Center, and a former president of the New York State Coalition Against Domestic Violence.
