The drama over the future of the Hi-Tor Animal Care Center in Pomona continues to swirl as costs for a new facility are rising, and the shelter’s president remains under a cloud of legal issues. Day says construction and material prices have skyrocketed over the last 18 months, doubling the cost of the project. $8 million in county, state and private funds have been earmarked so far, but it’s now estimated to cost between 14 and $17 million. The shelter has been in Pomona for about a half-century. A ceremonial groundbreaking event was held last October. Legislature Minority Leader Lon Hofstein says concerns over the money, who would run the shelter and its potential location are current sticking points.
