If Palisades Center is going to expand it’ll have to get voter approval
first. The mall lost another round in court yesterday. According to the
Journal News, the U.S. District Court in White Plains dismissed the West
Nyack shopping center’s claims that the restrictive covenant preventing
any expansion is a violation of the mall’s 1st and 14th Amendment rights.
The mall first opened in March 1998. Clarkstown residents voted against an
expansion project four years later.
