Day said the county under-spent last year by about $65 million and added an additional $25 million in surplus despite a $40 million decrease in revenues. Among the highlights of the proposed budget, $10 million for the Open Space program, and $8 million to settle open union contracts. The County Legislature is expected to hold a public hearing on the plan by November 20th. Final approval could occur shortly thereafter in December.
