There are expected to be “crossing credits” for drivers who use any of the four tunnels to get into Manhattan, the Lincoln, the Holland, the Queens-Midtown and the Brooklyn-Battery Tunnels. Cars would be tolled $15 to enter Manhattan below 60th Street, while trucks could be charged up to $36, depending on size.
