A state appellate panel on Friday declined to reinstate Rockland’s emergency declaration over the measles outbreak. Acting state Supreme Court Judge Rolf Thorsen had ruled the state of emergency invalid because the outbreak didn’t rise to the level of epidemic or disaster. 194 cases of measles have been confirmed in Rockland since the outbreak began last October when travelers from Israel came to the county. There have been about 40 cases discovered since the state of emergency was lifted earlier this month.
