Among the negatives, Weber says the budget failed to give healthcare Direct Service Providers a 3.2 percent cost-of-living increase and a wage enhancement, affecting employees of Jawonio, ARC and other similar institutions. Weber also was disappointed the budget did not “make New York State more affordable.”
